know those little things? you look for? that low, far left of your screen will be here for a cooldown, but not until probably friday saturday. so inland temps not a problem. it will be warm to hot. this will be the hottest day of the week. coast and bay though, may be kind of a push here because of that bigger fog bank 70s, 80s, 90s to almost 100 right here. bay bridge toll plaza last time. this time. >> yeah. we're going to do that again. i do want to mention that the traffic at the toll plaza, steve, is going to be busy all the way out to the maze, and the metering lights are on, so that's not unusual. i think people always want to know that's there. and interstate 880 looks okay. if you are driving on 80 westbound, it's gotten filled in from san pablo all the way to berkeley. 680 is also slowing on the way to walnut creek, and highway four is pretty solid. we haven't seen a lot going on in the peninsula or the south bay, although there is some slow traffic on the eastern side of san jose on 101 and 85, now heading up west 701. let's go back to the headlines, sal.

>> thank you. new this morning, the san francisco 49ers say the team will be investing $200 million to improve the fan experience at levi's stadium. the stadium just turned ten years old. the team says it's looking forward to hosting world cup soccer matches and the super bowl in the coming years. ktvu mark sayer takes a look at what's in store. let the construction begin. >> it was april 19th of 2012 when the 49ers officially broke ground on levi's stadium, and it opened in the summer of 2014. in the first ten years, the stadium has already hosted the super bowl, along with international soccer matches and major concerts and now, as the stadium enters its second decade, the team is making a big investment. >> and so we're really excited about what we're doing here at levi's stadium. the concourses, they illuminate the stadium. >> francine melendez hughes is the general manager of stadium operations. she says the goal is to keep the fan experience moving forward. >> we're always looking to

reinvest into the stadium to ensure that it's up to the most technologically advanced stadium venue out there. >> both video boards at either end zone will be upgraded, giving the stadium the largest 4k display of any nfl stadium in the nation. new led field lights will be installed, which will save energy and also brighten the playing field for primetime night games and new wi-fi six systems are being installed stadium wide, with more than 1300 access points. >> so for us, investing into the fan experience, whether it's frictionless technology at the concession stands, so they're minimizing their wait time or wi-fi or 5g so that they're able to get their text messages out there and send pictures and just really enjoy their their time here. >> and here's one area that most fans don't often get to see the luxury boxes. but like any nfl stadium, corporate sponsorship is critical to the team, to the

stadium, and they drive sales that goes right to the local tax base. so all 120 of these boxes are also being upgraded. >> as the stadium operator, you always want to put money into the stadium. it's all about the first class fan experience. >> levi's is looking forward to the 20 2425 nfl season, and in 2026 will host six fifa world cup matches and also super bowl 60. reporting in santa clara, mark sayer ktvu, fox two news. >> all right, mark thank you. time now 704 this afternoon, the santa clara county supervisors will debate whether to ban artificial turf on fields. ktvu is james torres is in santa clara to tell us why this conversation. james will get a lot of attention. good morning dave. >> good morning to you. well, earlier this month, the board of supervisors asked for some sort of health review to see just how dangerous artificial turf can actually be if used on county facilities would mostly affect youth athletic facilities and

fields. but at a board meeting about two weeks ago, several people came out and spoke about their opinions. >> i'm a longtime soccer mom. i advocate for youth sports, but i, along with many other soccer families, do not advocate for artificial grass. for obvious reasons. it's plastic. it's uncomfortable. it's uncomfortably hot and dangerously hot. >> i believe the risk of kids not playing year round is greater than the risk of synthetic turf field. and currently, the city of san jose is about 100 fields short, and 50 of them are soccer fields. >> and we're starting to learn more details about that health review that supervisors will talk about later today. and it will be the ultimate influence and how they decide to vote. a ban has already been supported by the santa clara county medical association. according to that review done by the public health department. artificial turf can be linked to some potential dangers, but it

says many of the studies it's reviewed makes it hard to make a clear case to be for or against its usage. for example, researchers say turf does get much hotter than natural grass, but it can't conclude if that difference in heat contributes more to injuries or illnesses. there's also concerns about the chemicals and pfas, or forever chemicals, used in the turf, that have been linked to cancer. the review says. most turf does contain those chemicals, but it does not make clear to what extent using the turf causes, quote, meaningful human exposure to those chemicals. so, in essence, the review did identify some potential dangers. but in most cases, it really can't conclude just how dangerous the turf is. and those against the ban say the turf is cheaper. it's easier to maintain the natural grass. it was a good option when we were going through years long droughts here in the state of california. it also gives kids more opportunities to play the sports that they love because it's a little easier to access. the board of supervisors will take

on that conversation, possibly go to a final vote later this afternoon after 1:00. we're live this morning in santa clara. i'm james torres, ktvu fox two news. >> thank you james. new this morning an investigation is underway after a person in custody at the county jail in richmond died yesterday afternoon. contra costa county sheriff's department says deputies found him unresponsive in his cell around 2 p.m. the man was later pronounced dead. he was the only one in the cell. his identity has not been released. investigators say the death does not appear to be suspicious. >> our time now. 706 police in dublin are investigating two controversial incidents at dublin high school, including an attack on a student. the bay area news group reports that the principal announced that five people went into the boy's locker room and attacked a teenager. last week, a football coach and some players were there and stop the attack. now the police are trying to identify the attackers. >> tonight is the third in a week long series of community

safety forums in oakland. it will be held at fremont high school on foothill boulevard. dozens of people attended last night's town hall at saint john's episcopal church. they heard from city leaders, including mayor shengtao, police chief floyd mitchell, who touted statistics that show progress in fighting crime. many in the audience said those numbers don't reflect their reality. >> see no results out in the street with sideshows, robberies, strong armed robberies, carjackings, shootings. i mean, they're just they're continual. >> this is the worst i've ever seen. this is the worst i've ever seen. and sometimes i drive down the street and i have to just stop and look because i'm not accustomed to it looking like it's been in a world war three. >> oakland mayor tom mitchell talked about using technology like real time images from street cameras and getting support from other law enforcement agencies, including the chp. >> we know that we don't have enough police officers. we can't afford them. but that doesn't mean that we use that as an

excuse or a reason not to ensure that our people feel safe. >> we have reduced our violent crimes when it comes to murders, aggravated assault, sexual assaults or rapes and robberies by over 15% this last year. >> chief mitchell also touted the police department's sideshow detail, saying dedicated officers go out every friday and saturday night. now the next oakland town hall again tonight at fremont high there on foothill boulevard near 46th avenue. thursday, there's another meeting at allen temple baptist church. the final forum is friday at the oakland asian cultural center. our meetings are from 530 to 7:30 p.m. >> our time now 709. the nonprofit group behind san francisco's annual stern grove festival, now suing the city because of a major flood there three years ago. back in 2021, a ruptured water main on sloat boulevard caused water to spill from city streets into stern grove's outdoor amphitheater. the lawsuit, that was filed last week in san francisco superior court, is seeking $336,000 for

damages. stern grove festival association says that amount represents lost revenue and the cost of cleaning up, tied to the flooding a year and a half after it was badly damaged in a storm. >> people can once again head out onto the capitola wharf. it's not all the way open to the end yet, but work continues. visitors can walk out onto the wharf and enjoy the water. a grand reopening is set for the wharf next month. the pier in capitola was badly damaged in january of 23 and strong winter storms. crews had to demolish several structures on the wharf because of all that damage. >> it's 709 now. let's make it 710. and here we go with the east bay commute, because that's where most of the slow traffic is starting off right now with highway four. it's a pretty long backup. i'm not telling you anything new. 680, though, is backed up. it seems like it's early, but it is already 710. as i mentioned, just a little darker than it was in summertime. you push over to the

the deadly shooting happened sunday night inside the shelter at the intersection of harrison and fourth streets. the mother of the 37 year old man who was killed says her son was a good man with three children. she blames a lack of security at the shelter for his death. >> let a man walk out this building, go to his car, get a gun. did not check him on the way in and killed my son and shot him multiple times. >> investigators say the shooter

ran off before officers arrived. police have not announced an arrest or possible motive. >> our time is now 714. a congressional task force investigating the assassination attempt against donald trump, the republican presidential nominee, wants to know why law enforcement froze when they first saw the gunman. the house lawmakers went to the pennsylvania fairgrounds in butler, pennsylvania, where that shooting occurred. back on july 13th. they say it's too early to know if there was any criminal negligence, but they wanted to determine who was in charge of the assignment to protect donald trump. >> burning question is always going to be with me. there was knowledge ahead of time that there was a person of suspicion on that roof and armed. the key was. yet the former president of the united states, off the podium. >> now, the bipartisan task force is still trying to interview federal, state and local officials as well as the people who were there at the rally that day. five secret service agents have been placed on administrative leave because of that security failure.

>> the state assembly is expected to vote this week on a bill to create restrictions on artificial intelligence. it would create a new state agency that would closely monitor ai companies as they develop new technology. supporters of the bill say these legislative guardrails are needed. >> ai has the potential to make the world a better place. but as with any powerful technology, there are also risks, and we should try to get ahead of those risks instead of playing catch up, which we have done all too often around technology. >> the bill would head to the senate if passed by the assembly. no word yet if governor newsom would sign it into law. now, elon musk is among those publicly supporting the bill, released a statement on his social media platform saying for over 20 years, i've been an advocate for ai regulation. just as we regulate any product technology that is a potential risk to the public. >> our time is now. 716. this week's episode of our ktvu show, talk of the town, is especially

the highs in blue on friday santa rosa, napa, livermore, redwood city, hayward and san jose all 70. yesterday all 90s look at hayward 74 to 90 degrees. redwood city from 71 to 90 degrees. livermore from 75 to 94. does not take long this time of year. santa rosa yesterday concord, napa, san rafael, san jose, redwood city, all between 90 and 94, oakland and 85 and the city 78. this is a tough time of the year. on the forecast high for the city end of august. going into september, today will be a hot day inland. there is a much bigger fog bank though on the coast, so 5060s already inland temps. i would think brentwood, antioch, fairfield areas up to healdsburg, maybe down to gilroy. they'll be pushing upper 90s here for some 30s up in the mountains, though. not bad. truckee, south lake tahoe. i mean, they've been cold since that system we had on the weekend. 3637 there, 75 las vegas. that's about the nicest low they've had all summer long. you can see the system sweeping by to the north, but the high is right over us. there's a little

look at this new video from orinda showing a group of suspects ransacking the medicine shop pharmacy in orinda. the owner told ktvu it's the fourth time this has happened since april. we don't know if the same group of suspects committed the crime every time. the owner says $40,000 in medicine was stolen, as well as the pharmacy's safe. both the orinda police and the contra costa county sheriff's department are investigating. >> new video here into our newsroom. just this morning shows san francisco fire crews putting out an electric bike fire at the jefferson hotel on

eddy street. the fire department found the bike burning in a fire escape and brought it out to the street. no injuries were reported. no word yet on how the fire started. the fire department is now reminding e-bike owners to always keep the fire escape clear and charge those bikes using their original chargers. >> our time is 724. another insurance company is stopping its fire damage coverage here in california. but for a much different reason than other companies. the chronicle's reporting a liberty mutual fire insurance company, a subsidiary of liberty mutual, will not renew the policies of 17,000 customers. the issue involves dwelling fire insurance that provides less coverage than standard homeowner policies. liberty mutual blames antiquated gear that can't properly manage dwelling fire policies, and it's impractical to create a whole new system. major insurance companies like state farm and allstate announced earlier this year they're dropping thousands

least there's no big crash there right now at the bay bridge toll plaza. it's pretty full. even some of those carpool lanes are slowing down. but still, if you do this every day, it shouldn't surprise you for it to be full. right here at 7.31, it is 731. let's get back to the desk. >> okay, sal. thank you. well, leaders with the west contra costa school district are giving the media a tour of a new temporary campus for hundreds of elementary school kids. ktvu is ali rasmus explains. this is all coming after the students original school campus was closed because of emergency repairs. good morning, al. >> good morning dave. we are inside the new temporary campus of stege elementary school in the city of richmond. the west contra costa school district had to very quickly in a matter of weeks, convert what is actually a wing of a middle school into an elementary school for about 250 k through fifth grade students, and that's because their original school campus had some problems. so let's take you

inside. and this is the kindergarten classroom where you can see everything is nice and brand new. they've converted this with the small desks and the little kindergarten chairs. a nice kindergarten carpet for the students to sit on and convene with their teacher every morning. so why did stege elementary, the original campus, have to shut down? the superintendent, whom we spoke to just minutes ago, said they discovered over the summer problems with mold and asbestos in that 60 year old campus that prompted the district to shut down the school and then relocate students to this temporary campus at the middle school. now, this all came as a surprise to students and families, and some were concerned about young children going to school in the same campus as middle school students. district leaders say they kept those concerns in mind when they made these changes and converted this wing. >> we actually retrofitted this building so that they have their own d and e facility, which is

part of the campus, and we actually have fencing up. so it really is segregated from the dijon middle school campus, which is own elementary school. >> earlier this summer, a group of parents and teachers filed a lawsuit against the west contra costa unified school district about stege and two other schools, claiming that those campuses were not properly maintained and had problems with mold and windows that didn't open, also had instructional problems. the school, which dates back to 1947, had been slated for reconstruction for years, but now that construction is finally happening, it's expected to take about three years to complete. so the superintendent says plans for upgrading the campus. though stege were already in the works before the lawsuit was filed. the new temporary elementary school also has new leadership, according to the superintendent, the elementary school now has a new principal and vice principal, as well as an instructional specialist, and it has no teacher vacancies. and

those instructional issues were also part of the lawsuit brought by families and teachers against the district over stege elementary. so the principal excuse me, the superintendent is pretty confident that these issues he says, have been resolved. and now for the next three years, there's 250 kids who used to go to stege elementary at the campus. the older campus now are relocated and will be attending class here in this converted middle school wing. live in richmond. allie rasmus, ktvu, fox two news. >> okay, allie. thank you. time now, 734. california lawmakers passed a bill that makes it legal for undocumented students to work at public universities. now, if the governor signs it, california will become the first state in the country to employ an undocumented students who don't have work permits. these students would be allowed to work at csu's, the state's community colleges, and possibly at ucs as well. many of these students became ineligible to

work after the daca program was frozen in 2021. governor newsom has until the end of september to sign the bill. >> we're learning more about the victims in a deadly wrong-way crash in san jose. a 47 year old woman and 14 year old boy were in a tesla on highway 85 when they were hit head on by a white truck that was going the wrong way. chp records show the victims were both from san jose. their names have not been released. one police officer says no one else was hurt as far as the crash goes itself. >> three total people involved, two vehicles. but the impact of, you know, the. i mean, talk about how it's scary or traumatic, potentially for somebody to see a vehicle traveling towards them. >> the chp identified the driver of the truck as a 39 year old man from orlando, florida. he was treated at a hospital for major injuries. >> time now 736. it appears a trend of declining traffic enforcement in san francisco is changing now, according to the chronicle, san francisco police

issued more than triple the number of traffic citations this year compared to last year at this point. however, the more than 9000 citations are still less than half of the number of citations issued pre-pandemic, and almost 90% less than ten years ago. the police say there are several reasons officers are issuing fewer tickets now. that includes staffing shortages, a drop in driving during and after the pandemic. >> the tsa says it expects its busiest labor day travel period ever soon, and it will be much the same story on the roads. millions of americans will mark the unofficial end of summer by getting out of town. triple a says lower gas prices be fueling travel plans. gas is down $0.67 a gallon this year compared to last year. >> domestic travel is up 9% compared to last year over labor day weekend, according to triple a booking data. and the price to travel domestically is down 2%. so we're paying a little bit less for those rental cars and

in some cases for certain flights. >> friday is expected to be the busiest day both on the road and in the sky. anyone driving this weekend is urged to leave as early as possible. a group of stinson beach homeowners is battling with marin county officials about whether or not some fences can stay. according to the san francisco chronicle, the county is now telling some of the homeowners to get permits for the fences. others are being told to tear them down. six homeowners say they put the fences up to protect their property from beachgoers. the county says several of the fences encroach on public property. the restaurant, private property, but need permits to remain. >> it is now 738. starting this week, a new era of stanford football begins. the cardinal will be playing in the atlantic coast conference when they play their first game of the season in palo alto on friday. it's the first time in more than 100 years stanford will play in a new athletic league. stanford is considered a home underdog to open the season against tcu, but the players say they'll be ready

he was almost killed in a crash back on june 24th. seven year old bastian michel was attending a tutoring session at kumon learning when staff members lost track of him before they realized he was gone. bastian was hit by a car outside of the location on willow street, according to police reports. a neighbor who happened to be a paramedic ran to the scene, performed cpr and saved his life. today bastian is back in school, but he's still recovering from the accident. >> mornings we have a lot of meds that he has to take. he doesn't have a spleen anymore, so it is something you can live with, but it requires a lot of medication. >> after the crash, doctors said bastian may struggle to walk again. now they say he could be running by the end of this year. his family, by the way, is preparing to file a lawsuit against the tutoring center. well, the u.s. department of

attention here. james gasia earlier this year, the board of supervisors in the county asked the administration to look into a health study and a health review about how dangerous artificial turf can be if it's used in county facilities. >> and it's gotten a lot of attention already. just two weeks ago, at a at a county board meeting, there were several people who came out to speak their mind. >> i'm a long time soccer mom. i advocate for youth sports, but i, along with many other soccer families, do not advocate for artificial grass for obvious reasons. it's plastic. it's uncomfortable. it's uncomfortably hot and dangerously hot. >> i believe the risk of kids not playing year round is greater than the risk of synthetic turf field, and currently, the city of san jose is about 100 fields short, and 50 of them are soccer fields. >> we're starting to learn some details about that health review, and it will be the

ultimate influence in how supervisors decide to vote. a ban has also been supported so far by the santa clara county medical association. according to a review done by the public health department. artificial turf can be linked to some potential dangers, but it says many of the studies it's reviewed makes it hard to make a clear case to be for or against it. for example, researchers say turf does get much hotter than natural grass, but it can't conclude if that difference in heat contributes more to injuries or illness. there's also some concern about pfas, or forever chemicals used in the turf that have been linked to cancer, the review says. most turf does contain those chemicals, but it's not clear to what extent using the turf quote causes meaningful human exposure to those chemicals. so in essence, the review did identify some potential dangers. but in most cases can't conclude just how dangerous the turf really is. those against the ban say turf is cheaper. it's easier to

police boat, seen at a popular restaurant in tiburon. ktvu henry lee says women, men and children were all seen on that boat, but there were no officers in uniform on board. >> these are photos of an oakland police boat docked at tiburon in marin county, and what appears to be two men, two women and three children, including a toddler, on board. the women appear to have drinks in hand. an amateur sailor spotted the boat at sam's anchor cafe at about 4:00 saturday afternoon, and sent ktvu the photos, concerned about whether the boat was being used for non-official business. that sailor told us no one was in uniform. tiburon is about 12 miles away from the boat's home port at oakland's jack london square. we did see the boat docked there on monday. >> it's the city's boat. it's the city's gas. >> jim shannon is a civil rights attorney who monitors the oakland police. >> if it's not for a sanctioned oakland police department event, then it shouldn't happen,

the assassination attempt against donald trump. the republican presidential nominee wants to know why law enforcement froze when they first saw the gunman. the house lawmakers went to the pennsylvania fairgrounds in butler, pennsylvania, where that shooting occurred back on july 13th. they say it's too early to tell if there was any criminal negligence, but they want to figure out who was in charge of the assignment to protect donald trump.

>> burning question is always going to be with me. there was knowledge ahead of time that there was a person of suspicion on that roof and armed. the key was get the former president of the united states off the podium. >> now, the bipartisan task force is still trying to interview federal, state and local officials, along with the people who were there at the rally that day. five secret service agents have been placed on administrative leave for that security failure. here at home, the nonprofit group behind the stern grove festival in san francisco, now suing the city because of a flood that occurred three years ago in 2021. a ruptured water main on sloat boulevard caused thousands of gallons of water to spill from city streets into stern grove's outdoor amphitheater. the lawsuit, that was filed last week in san francisco superior court, is seeking $336,000 in damages. the stern grove festival association says that amount represents damage costs.

plus, the cleanup and lost revenue tied to the flooding. well, a year and a half after it was badly damaged in the storm, people can once again head out onto the capitola wharf. now it's not open all the way to the end yet. the work is still going on, but visitors can walk out onto the wharf and enjoy that beautiful water. the grand reopening is scheduled for the wharf next month. the pier in capitola was badly damaged in january of 2023, in strong winter storms out there. the crews had to demolish several of the structures on the wharf because of that damage. >> 816 here, people in las vegas may want to mark their calendars for october 9th, as the tropicana resort is set to come down with a spectacular light show. bally's corporation said it has to blow up the resort's two hotel towers on that date. it's now waiting for approval from county leaders before the implosion. bally's and the oakland a's plan to host a drone and fireworks display to

chronicle reports. a liberty mutual fire insurance company, a subsidiary of liberty mutual, will not renew policies of 17,000 customers. the issue involves dwelling fire insurance that provides less coverage than standard homeowner policies. now, liberty mutual blames antiquated gear that can't properly manage dwelling fire policies, and that it's impractical to create a whole new system. major insurance companies like state farm and allstate announced earlier this year it's dropping thousands of policies or pausing any new coverage because of wildfire risks. >> a family says its christmas tree farm burned down in the park fire, which is still burning in four northern california counties. andras and emma bobadilla bought the farm in tehama county two years ago. they now say their dream is dashed. they say they didn't have fire insurance on the property when it burned down, because no one would insure them due to the location. they're now

about to get underway here at the new stege elementary campus. good morning. have a great day. these are kindergartners and teachers who just got dropped off by the bus here. and they are heading into class. the reason they took a bus here is because the original stege elementary campus has been shut down for emergency repairs. so now they've opened a new wing and converted a wing of the of a different middle school to convert it into about 12 kindergarten through sixth grade classrooms. and in order to make it easier for families to get to this location instead of their original school, the district is providing busses and bus transportation for about 130 students at stege elementary. their families have opted into that bus transportation, so that's why those teachers and kindergartners were coming here by bus. now we can show you inside this new temporary campus that just opened up for this school year. we can show you some of the video from that. and you can see in just about four

weeks, the west contra costa unified school district transformed a wing of the middle school campus into this elementary school. the original elementary school, as we mentioned, had to close for emergency repairs. the superintendent says that campus. it was discovered over the summer that there were problems with mold and asbestos, prompting them to shut it down and then relocate students to this temporary campus. it came as a surprise to students and families, and some were concerned about young children going to school at the same site as middle school students, but the district says that they have put up a fence and this wing with the younger kids is completely separate from the middle school kids. and the first day of school here was two weeks ago. the principal says the students here are adjusting well. >> this was done in less than four weeks and the school district really came together. like all school district personnel, in the last few days before school started, we had dozens of personnel from central office come and help. and so it

really took a village. >> now stege elementary, being rebuilt after 60 years. the superintendent says the planning for that reconstruction started in the spring. however, in june there was a lawsuit filed against the school district. west contra costa, unified by a group of parents and teachers who said that the district delayed rebuilding and making repairs to stege and two other campuses. they claimed in the lawsuit that the buildings were not properly maintained and not properly staffed. now the new temporary stege elementary also has new leadership. not only is it new desks and new equipment inside, but they have a new principal and vice principal and instructional specialist, and all of the teacher positions have been filled, we're told, by the superintendent. so they're hoping to alleviate some of those concerns about the school being properly staffed. and for the next three years, though, this will be the temporary site for the 230 kids enrolled in k through two k through sixth

grade at stege elementary. and the school day just getting underway here on the campus. live in richmond. allie rasmus ktvu, fox two news. >> all right. ali thank you. time is 835. california lawmakers passed a bill to make it legal for undocumented students to work at public universities. now, if the governor signs it, california will become the first state in the nation to employ undocumented students who don't have work permits. these to work at csu's, at the state, or at ucs as well. many of these students became ineligible to work after the daca program was frozen back in 2021. governor newsom has until the end of september to sign the bill. >> we're learning more about the victims in a deadly wrong-way crash in san jose. a 47 year old woman and 14 year old boy were in a tesla on highway 85 when they were hit head on by a white truck going the wrong way. chp records show the victims were

both from san jose. their names have not been released. as far as the crash goes itself, three total people involved, two vehicles. >> but the impact of, you know, the. i mean, talk about how it's scary or traumatic, potentially for somebody to see a vehicle traveling towards them. >> the chp identified the driver of the truck as a 39 year old man from orlando, florida. he was treated at a hospital for major injuries. >> well, it appears a trend of declining traffic enforcement in san francisco may be changing. the chronicle reports san francisco police issued more than triple the number of traffic citations this year compared to last year. at this point. however, the more than 9000 citations are still less than half of the number of citations issued pre-pandemic and almost 90% less than ten years ago. police say there are several reasons the officers are issuing fewer tickets now. that includes staffing shortages and also a drop in driving during and after the pandemic.

>> a group of stinson beach homeowners is battling with marin county officials about whether or not some fences can stay. according to the san francisco chronicle, the county is now telling some of the homeowners to get permits. others are being told to tear the fences down. six homeowners say they put the fences up to protect their property from beachgoers. the county says several of the fences encroach on public property. the rest are on private property, but need permits to remain. >> your time is now 837 new. this morning, the san francisco 49ers say the team will invest $200 million to improve the fan experience at levi's stadium. the stadium just turned ten years old, and the 49ers say they look forward to hosting world cup soccer matches. and also the super bowl in the coming years. ktvu mark sayer takes a look at what's in store and what the construction begin. >> it was april 19th of 2012 when the 49ers officially broke

ground on levi's stadium, and it opened in the summer of 2014. in the first ten years, the stadium has already hosted the super bowl, along with international soccer matches and major concerts. and now, as the stadium enters its second decade, the team is making a big investment. >> and so we're really excited about what we're doing here at levi's stadium. the concourses, they illuminate the stadium. >> francine melendez hughes is the general manager of stadium operations. she says the goal is to keep the fan experience moving forward. we're always looking to reinvest into the stadium to ensure that it's up to the most technologically advanced stadium venue out there. both video boards at either end zone will be upgraded, giving the stadium the largest 4k display of any nfl stadium in the nation. new led field lights will be installed, which will save energy and also brighten the playing field for primetime night games and new wi-fi six systems are being installed. stadium wide, with more than 1300 access points.

focus is also on fall sports. mental health experts say playing sports can really benefit the physical and mental health of a child. team sports in particular, can help strengthen a child's social and emotional well-being. the american psychological association says children who are not physically active and don't eat a healthy diet are at a higher risk of chronic health conditions, behavior problems, and also depression. >> share with the kids that you know physical health and mental health is intertwined. together, they can perform better if they focus on their mental health, especially athletically. and both academically. >> now the federal government set a goal to increase participation in afterschool or extracurricular sports to 63% for those between 6 to 17 years old. by the year 2030. the current participation rate here in california is under 50%.

well, some new help for people who are trying to afford some of the new weight loss drugs. >> cam cook is in studio again with that and also new numbers on the housing market in today's dollars and cents. >> yes, a little bit encouraging mixed news on home sales. a lot of people looking for this. a new report showing home prices hit a record high in june. nationally, home prices were up close to 5.5% from june 2023. the top three cities with the biggest increase. new york, san diego, las vegas. portland, oregon posted the smallest increase in home prices in the last year. that's all according to the s&p corelogic case-shiller index. a lot of it has to do with interest rates. we'll talk more about that in a second. as the opening bell rang this morning. investors are waiting to see what happens at an nfl meeting today. team owners are expected to vote to allow select private equity firms to invest in pro football teams and take a 10% stake in up

to six teams. analysts say that translates to an average of $500 million in added capital to teams that attract those investments. all right. as we take a live look at the numbers a little bit of a mixed picture. the dow jones has continued lower in the last hour or so. now down as you can see, just about a quarter of a percent. the s&p 500 and the nasdaq have been flirting a bit with a little bit of a gain to a little bit of a loss. no big swings. but right now all three are down this morning. mark zuckerberg says during the pandemic. the biden administration pressured facebook to censor covid 19 content. now, the meta ceo wrote a letter to the republican chair of the house judiciary committee accusing the white house of repeatedly pressuring the social media company to take down certain covid related content, including satire. now, zuckerberg argues that the government should not be involved in social media content. the white house responded, saying that the

administration encouraged responsible actions on social media to protect public health and safety. and eli lilly, launching a lower priced weight loss drug without an injector pen. the drugmaker announced starter doses of the weight loss drug are now available. the company says it will significantly expand supply as it sees continued high demand. instead of a preloaded injector pen. patients will use a syringe to draw the medicine themselves. the starting price $400 a month, which is less than half the cost of the pens. the hope is that more people will be able to afford the weight loss drug and more insurance plans will cover it. with that lower price and home buyers are keeping a close eye on potential rate cuts from the federal reserve and how it might affect the housing market. right now, there is a shortage of homes for sale, mostly fueled by a phenomenon called the lockin effect. redfin reports 85% of people with mortgages have an interest rate below 6%.

roughly 20% have a rate below 3%. that means at current rates, there's less incentive for them to sell their homes because they would have a much higher rate for a new loan on a new home. i'm pam cook. let's look at your dollars and cents. >> pam. thank you. there's a new hydrogen powered garbage truck on san francisco streets. the new recology truck is cleaner and quieter than your typical garbage truck. the zero emission vehicle has been picking up, recycling trash and compost all around the city. it's a test that's part of a push to get a zero emissions fleet in place by 2042. the hydrogen powered trucks cost about twice as much as the gas powered ones. but aside from the savings on gas, they're much better for the environment. >> the environment is hugely important. it being quiet is like a nice now, but it being energy efficient is nice for the future, yeah. i mean, i haven't even heard about this project, so now i'm interested in going and reading more about it. that's exactly what the pilot program runs for another three and a half weeks in the city.
